UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Manage Finances
According to a latest study of municipal councils, English councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.
Growing Fiscal Pressures Prompt Asset Sales
A coalition of councils for major urban areas in the UK reported that 60% of councils are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.
Councils have in the past faced criticism for selling public land and open spaces to support their budgets, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.
This coalition noted that a high proportion of councils seeking to generate funds from a quick sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise service redesigns and using savings to weather growing financial challenges.”
Specific Examples of Proposed Sales
One local authority in Kent said its asset disposal plan featured the disposal of a shopping centre in Rainham and a social club in Rochester to raise £20m over the next half-decade.
- A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.
Council Tax Rises and Broader Fiscal Pressures
The survey of councils in the key cities group, which includes several urban centers, further found that over seven in ten of authorities will have to increase local levies next spring to cover the growing cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.
The authority explained it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.
“We are adopting creative strategies but some of these take time to achieve both improved services and financial savings,” stated Vince Maple.
He continued: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”
National Trends and Forecasts
Research of regional authorities this week also found local finances being stretched by the growing number of children and adults requiring Send support.
A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.
Government officials have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes was recently delayed.
Deprivation and Financial Gaps
According to the latest deprivation measures (IMD) covering UK local authorities, many key cities members were included in the most disadvantaged in the country.
- “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the report.
“Although only one key city is among the top 10 for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of the nation. The data underscores the scale of challenges facing local leaders across major urban centers in the next twelve months,” the analysis concluded.
“Council officials have been explicit about the need for a equitable and lasting funding system that accounts for and addresses the actual extent of disadvantage and demand,” said a council leader.
“Without this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”
One in five of local authorities have cut or compromised social care provision in the last year, the survey revealed.
